Sheikh Mohammed bin Rashid announced on April 23 that the UAE will deploy agentic AI across half of all federal government services by 2028, targeting what he described as the world's first large-scale autonomous government. All federal employees will receive AI training under a task force led by Sheikh Mansour bin Zayed; rollout will be phased across ministries based on performance assessments. The initiative extends earlier UAE AI investments including the Mohamed bin Zayed University of Artificial Intelligence and a planned 5GW Abu Dhabi AI data center campus, and performance will be tracked by speed of adoption, quality, and mastery.
